Vai al contenuto Italy’s Ministry of Labour and Social Policies has published new answers to frequently asked questions about SIISL registration. The FAQs explain how foreign nationals trained abroad can join the Information System for Social and Employment Inclusion. In particular, the requirement covers people who completed approved vocational and civic-linguistic programmes in their countries of origin. These programmes fall under Article 23 of the Consolidated Immigration Act.
Who must complete the registration
The organisations that proposed the approved programmes must register all participants who completed the training successfully. They may have proposed the programmes independently or through a partnership. Next, the Ministry’s Platform for Entrants Trained Abroad (PIF) sends the workers’ details to SIISL. Its interoperable systems allow the two platforms to exchange the required information.
What SIISL is
The Ministry of Labour and Social Policies established SIISL, while INPS manages the platform. Its main purpose is to connect employers with jobseekers who have suitable skills. For foreign nationals trained abroad, SIISL highlights the knowledge and abilities gained during their programmes. In addition, it gives employers in relevant sectors access to their professional profiles.
How the procedure works
First, proposing organisations access SIISL using SPID or the Electronic Identity Card (CIE). They then view the workers who completed their programmes and add the required information to each profile. Afterwards, SIISL contacts each worker directly. The worker must complete the registration and activate the profile. If activation remains incomplete, the organisation checks the contact details and updates them when necessary. After 15 days, it must remind the worker to finish the procedure.
Why registration matters
Once the worker activates the profile, SIISL generates a pre-filled CV. The document contains key information about the completed training programme. SIISL then shows the CV to employers in related sectors. As a result, employers can identify foreign-trained workers whose skills match their needs. Proposing organisations must also inform participants about their SIISL registration. Moreover, they must explain how the platform processes the participants’ personal data.
The new FAQs
The Ministry provides the FAQs through its URP ONLINE service. Therefore, proposing organisations can find practical guidance on the registration process in one place. Specifically, Decree-Law No. 159/2025 introduced the registration requirement. Meanwhile, the Interministerial Decree of 22 June 2026 defined the operating procedures.
