Employers can prefill work authorization applications under Italy’s 2027 Flows Decree from 23 October to 7 December 2026. The joint circular of 1 October 2026 explains the procedure. The Ministries of the Interior, Labour, Agriculture and Tourism issued these instructions together. Employers must use the Ministry of the Interior’s ALI Services Portal to prepare and submit applications.
Entry quotas under the 2027 Flows Decree
The Prime Minister’s Decree of 2 October 2025 sets Italy’s legal labour migration framework for 2026–2028. For 2027, it provides for 165,850 entries by non-EU workers. Specifically, the quotas cover 76,200 entries for non-seasonal employment, 89,000 for seasonal employment and 650 for self-employment.
Within the non-seasonal quota, the decree allocates 14,000 entries to family care workers. Meanwhile, seasonal quotas cover the agricultural and tourism sectors. Each category has specific eligibility requirements and reserved quotas. Therefore, employers should check the conditions that apply to their sector before preparing an application.
How to prepare applications
The prefilling period opens at 9:00 a.m. on 23 October and closes at 8:00 p.m. on 7 December 2026. During this period, employers can access the portal around the clock, including public holidays. First, they must select the form for the relevant employment sector.
For seasonal work, employers must use C-Stag agricolo for agriculture or C-Stag turistico for tourism. For non-seasonal employment, they must select B2020. However, family care applications require the A-bis in quota form.
The portal will then reopen from 9 to 13 December. During this additional period, applicants can complete, amend and save applications they have already prefilled. However, they cannot create new applications. Prefilling alone does not submit the request. Employers must therefore send their applications from the relevant opening date.
When to submit applications
The 2027 Flows Decree provides four submission dates, commonly called “click days”. Each opens at 9:00 a.m.:
- 12 January 2027: seasonal agricultural work.
- 9 February 2027: seasonal tourism work.
- 16 February 2027: non-seasonal employment.
- 18 February 2027: family care work.
Employers must submit applications through the same ALI Services Portal. After these opening dates, they can continue submitting requests until 31 December 2027. However, submission depends on the availability of the relevant quotas.
