The Italian government preliminary approved the flows decree 2026-2028

The decree establishes quotas for the legal entry of non-EU workers in Italy.

As announced with press release n. 133 of June 30, 2025, the Council of Ministers approved in preliminary consideration the decree on migration flows for the three-year period 2026-2028.  

The flows decree fixes the maximum number of non-EU workers allowed for the three-year period.

Flows decree total quotas

The flows decree provides for 164,850 admissions for the year 2026.

The total quotas for the three-year period 2026-2028 will be 497,550. Therefore, the number of entries has increased if compared to the entries set for the previous three-year period.

The quotas are broken down as follows:

  • Non-seasonal employment and self-employment: 230,550 units
  • Seasonal labor in the agricultural and tourism sectors: 267,000 units 

The announced quotas are proportional to the social needs and the applications for entry submitted in recent years. The goal is a planning that reflects the real needs of businesses. In this way, the aim is to supply the manpower that is indispensable to the national economic and productive system and otherwise unavailable.

Clickday and timeframe

The authorities confirm the click-day system and pre-filling of online applications also for the three-year period 2026-2028.

Finally, the authorities reiterate their willingness to incentivize out-of-quota entries, to downsize the “click-day” mechanism.

In addition, The Council of Ministers stresses that the stable identification of a legal and controlled immigration mechanism activates channels of dialogue with the workers’ countries of origin. This constitutes a tool for combating phenomena of irregularity and illegal stay in Italy. The goal remains the fight against undeclared work and exploitation of workers.

Following the preliminary approval, we now await the publication in the Official Gazette and the definition of the click-day calendar for the submission of applications.
