With a recent memo, the Directorate General for Migration Policies allocated the quotas relevant to the Flows Decree 2025. As a result, each immigration office with territorial jurisdiction will now be able to process applications received through the relevant website of the Ministry of Interior.
Distribution of quotas for subordinate work
In line with what defined by DL 145/2024, 40% of the total quotas for seasonal and non-seasonal subordinate work and socio-medical assistance (domestic helpers and caregivers) has been reserved to female workers. If the reserved quotas are only partially used, the allocation of the remainder is shared among all workers.
For year 2025, in consideration of the need for foreign workforce in the production sectors indicated by the Labor Inspectorate following the relevant territorial consultations, 42,835 quotas for non-seasonal subordinate work are set, among which:
- 17,129 for female workers
- 15,000 for workers from countries that have cooperation agreements in force with Italy
- 1,542 for Tunisian workers (see cooperation agreement signed on October 20, 2023)
- 3,464 for Indian workers (see cooperation agreement signed on November 2, 2023 and entered into force on April 1, 2024)
- 5,700 for workers of the family and socio-medical sector.
Furthermore, 38,462 quotas form seasonal employment in the agricultural and hotel-tourism sectors are set, among which:
- 15,380 for female workers
- 2,101 for Indian workers (see relevant cooperation agreement)
- 841 for applications for multi-year seasonal employment clearances
- 13,736 for seasonal work (including multi-year) in the agricultural sector submitted by specific employers’ professional organizations
- 3,143 for seasonal work (including multi-year) in the tourism sector submitted by specific employers’ professional organizations
- 3,261 residual quotas for sesonal work in the agricultural and tourism-hotel sectors
Distribution of quotas per province
With a first annex, the Directorate General sets the allocations of quotas assigned to each Italian province for employment purposes.
With a second annex, it sets the allocation of quotas for seasonal work.
Work permit application
Work permit applications are submitted during the relevant click-days and they will be processed in chronological order of arrival. However, starting from 17.02.2025 and until 31.12.2025, it is again possible to fill in certain types of applications – i.e. model A-BIS, B2020 and C-STAG. It is also possible to view previously entered applications, which are to be validated, to be completed and sent.
In addition, Memo No. 1054 of February 12th, 2025, provides for the possibility of reallocating unused quotas after 90 days from the date of the click days, based on the actual territorial needs. Finally, with reference to seasonal work clearance requests in the tourism-hotel sector, there is the possibility of allocating up to 70% of the quotas following the click-day that took place on February 12th, 2025, and the remaining 30% following the click-day that will take place on October 1st, 2025.
