This proposal aims to create a multilingual electronic public interface linked to the Internal Market Information System (IMI). The IMI is already a key tool for administrative cooperation among Member States.

Main objectives
The regulation focuses on the implementation of an electronic interface allowing:
- Secure access management. Users will be able to create personal accounts to access a restricted area, guaranteeing data security.
- Creation, submission and management of declarations. It will be possible to create, send and manage posted workers’ declarations more quickly and efficiently. The standard declaration form will include data on the employer, posted worker(s), work assignment, service recipient and liaison person with the competent authorities.
- Transparency and traceability. All user activity will be recorded to ensure transparency and prevent abuse.
- Transmission of documents. A copy of the posting declaration will be sent directly to the worker involved.
- Direct receipt. Submitted information will be made available in the IMI system, allowing the competent authorities of the Member States to access them to ensure compliance. Furthermore, in case of request from the Member States, declarations may be sent directly to the national systems.
Expected advantages
This regulation represents an important step forward for:
- Reducing administrative burdens. by digitalizing procedures, administrative time and errors are reduced. The standardized platform will simplify procedures for businesses, reducing the time required to complete posting declarations by 73%.
- Financial impact. An overall reduction in administrative costs for businesses of up to 81% is estimated if all Member States adopt the system.
- Facilitate cross-border cooperation. Thanks to the integration with IMI, Member States will be able to work in a more coordinated way.
- Protecting workers’ rights. Increased harmonisation and the use of the standard form will improve compliance with the posting of workers’ rules. Moreover, the system will facilitate inspections on the ground, contributing to fair mobility and compliance with working conditions.
Implementation modalities
- Member States may join the new system on a voluntary basis.
- States that choose to use the platform must ensure that their national regulations are compatible with the new system.
- Member States will be able to propose changes to the standard form to adapt it to their specific needs. The proposals will be subject to approval by the Commission.
- The Commission will offer technical support and training for implementation.
Future Perspectives
The regulation is a further example of the EU’s commitment to administrative simplification and the protection of posted workers’ rights. The public interface, managed by the European Commission, will become a reference point for companies, workers and national authorities, promoting a more transparent and fairer labour market.
