Consultation for Posting Workers to Italy

The Italian Ispettorato Nazionale del Lavoro and Assolavoro, represented by the General Director Paolo Pennesi and President Francesco Baroni, continue their collaboration in the fight against undeclared work, illegal labor brokerage, labor exploitation, unlawful use of transnational posting, and wage disparities, thanks to the renewal of the Protocol established between the parties back in 2018.

The Protocol established in 2018

This Protocol, based on:

has ensured the establishment of an Observatory for the protection of labor and lawful mediation, as well as a Steering Committee, outlining their respective tasks and objectives to promote increasing cooperation between the parties to combat illegal labor practices.

Following an initial collaboration with its affiliated agencies, Assolavoro will share with INL all the information regarding the Italian labor market, highlighting and acting against any irregularities, where present.

Functions and Purposes of the Collaboration

To ensure that this oversight occurs as outlined in the Protocol, the Steering Committee continues its work, promoting initiatives aimed at resolving issues related to irregular work and the illegalities that result from it, fostering an ever-growing sense of legality in the labor market.

In this environment, illegal practices for selling and buying labor rank second, after undeclared work, among the most widespread violations, particularly in areas where Assolavoro’s presence is less established – due to a low number, or total absence, of branches in that specific territory – and where employment contract irregularities are more prevalent.

As a result, renewing the Protocol with INL has the dual aim of reporting irregular situations and encouraging best practices to improve the labor market and promote a culture of legality.
