It’s the main EU law that coordinates social security systems across EU countries (plus EEA and Switzerland). It ensures people moving within Europe don’t lose their social security rights and aren’t insured in multiple countries at once. 
Article 16 allows exceptions to the standard rules on which country’s social security legislation applies.  In simple terms: It lets authorities agree to apply a different country’s social security system than the one normally required, if it’s in the worker’s interest.
