With the new Circular No. 794 of February 24th, 2023, INPS notifies about a new procedure that will concern the payment of works performed abroad through the check of applicant’s existence in life for the years 2023 and 2024.
Verification of existence in life
The existence in life of retirees who collect money abroad will be verified by Citibank N.A. which is the provider of pension payment service outside the Country.
First step of the verification
The first step of verification referring to 2023, from March 2023 to July 2023, will concern those retirees living in:
- USA,
- Asia,
- East Asia,
- Scandinavian countries,
- Eastern European countries
- Surrounding countries.
Citibank will deal with proof of existence in life applications as of March 20th, 2023. Retirees should submit the attestation by July 18th, 2023.
In case attestation is not issued, the payment for August 2023, when possible, will be made in cash at Western Union Desk of Country of residence.
In case of failure to personally collect or produce the proof of life by August 19th, 2023, pension payments will be suspended starting with the September 2023 payment.
Second step of verification
The second step of verification, from September 2023 to January 2024, will concern those retirees residing in Europe, Africa, and Oceania.
Notices will be sent to retirees as of September 20th, 2023. Retirees will need to have their proofs of existence in life received by January 18th, 2024.
In case attestation is not issued, the payment for February 2024, when possible, will be made in cash at Western Union Desk of Country of residence.
In case of failure to personally collect or produce the proof of life by February 19th, 2024, pension payments will be suspended starting with the March 2nd payment.
Citibank will initiate the verification of existence in life with the mailing of the explanatory letter containing instructions for filling out the form and:
- the request for supporting documentation (copy of a valid retiree ID with photo);
- instruction for contacting the Citibank Retirees Support Service
- locate payment at Supporting Partner desks, that will be notified to the retirees through the Bank website (www.inps.citi.com).
How to prove your existence in life
It is possible to produce the proof of existence in life through three different modalities.
A. Hard copy
Retirees should submit the attestation of existence in life adequately filled out and countersigned by an acceptable witness, namely the Italian Consulate or Embassy, or a Local Authority enabled to guarantee the subscription of the abovementioned attestation to the mailbox PO Box 4873, Worthing BN99 3BG, United Kingdom.
B. Alternatives to the existence in life attestation
In case the retiree is mentally or physically unable, or retirees residing in private or public Nursing Homes, or retirees who suffer from diseases that prevent them from moving, and for this reason they must be certified by:
- An official of the Public or Private Institution where the retiree resides
- The doctor responsible for the retiree’s treatments
- The prosecutor or the legal guardian of the retiree.
C. Citibank web portal
which will provide Patronage workers who, according to the local regulations, have those qualifications that fall among “acceptable witnesses”.
