On 30 March 2026, the Council of the European Union has given its final approval to the EU Talent Pool, a new digital platform designed to connect employers across the bloc with jobseekers from non-EU countries.

The EU Talent Pool Platform

The platform will enable companies to match vacancies with candidates based outside the EU, helping to address persistent labour shortages and enhance the region’s competitiveness.

Jobseekers will be able to create profiles showcasing their skills, qualifications and experience, while employers gain access to a wider and more diverse talent pipeline.

Voluntary National Participation

Participation in the initiative will remain voluntary for EU Member States, with national authorities supporting implementation through dedicated contact points.

It is important to remember that the platform focuses on job matching and does not replace national procedures for visas, work permits or residence rights.

Implications for Global Mobility

The Talent Pool is expected to facilitate cross-border hiring processes and enhance access to international talent. In this context, business leaders and Human Resources functions are advised to:

  • Evaluate whether the country in which the organisation is established will participate in and implement the platform;
  • Assess which labour market segments are likely to be represented and determine their relevance to the organisation’s workforce needs;
  • Monitor ongoing developments of the platform to identify potential opportunities and implications for talent acquisition strategies.

The Commission will now develop the platform, which is expected to be fully operational by 2027.
