On June 3, 2025, the agreement between the Republic of Italy and the Kingdom of Morocco on the mutual recognition and conversion of driving licenses will enter into force. The new agreement replaces the previous one, with the aim of facilitating the document conversion process.
Conversion procedure
Foreign driver’s license conversion consists of replacing the license issued by the foreign state with an Italian license. Convertibility depends exclusively on the existence of bilateral agreements in force between Italy and the foreign state in question.
The updated list of countries that have signed bilateral agreements with Italy for the conversion of driver’s licenses can be consulted online.
On the other hand, driving licenses issued by countries outside the EU or the EEA with which Italy has not reached bilateral agreements cannot be converted. In this case, the standard procedure for obtaining an Italian driver’s license must be followed.
Italy-Morocco driver’s license agreement
Regarding the existing procedure, it should be noted that already with the Circular Protocol Div. 5-29431 of 2011, the authorities had updated the previous reciprocity agreement on driving licenses between Italy and Morocco, signed in 1991.
Specifically, the authorities had seen fit to renew the technical annexes, providing an updated list of driving licenses’ models. The new list counted, among the license formats acceptable for conversion, not only the two pink paper models already known, but also two new white-pink credit-card type license models.
As a result, DMV offices have so far also been able to accept requests for conversion of Moroccan driver’s licenses prepared based on these previously non-convertible models.
The new agreement, signed on March 27, 2024, between the Minister of Infrastructure and Transport and the Ambassador of the Kingdom of Morocco, aims to simplify the conversion procedure for citizens of both countries.
