Update: EU’s Council and Parliament agree on digital declaration system for posted workers

On 23 June, the EU Parliament and EU Coumcil agreed on a digital system to streamline posted worker declarations. This agreement will cut administrative burdens and costs for companies, and better monitor compliance.

On 23 June 2026, the European Union’s Council and Parliament reached a provisional agreement to facilitate the e-declaration of posted workers, therefore bringing the proposal a step closer to being implemented. 

The regulation will reduce the administrative burden for businesses by fully digitalizing the submission of posting declarations, and for national authorities by facilitating the monitoring of compliance with the posting of workers’ rules. 

What does this means for companies? 

The main changes brought upon by the platform for companies would be: 

  • Less administrative burdens and costs 
  • More monitoring from States 
  • Better protection of workers’ rights 

Voluntary participation from EU countries 

Still, the governments of EU countries can choose to use the platform or may abstain. They will also be able to propose changes to the standard form to adapt it to their specific needs. 

Next steps 

The provisional agreement now needs to be endorsed and formally adopted by both institutions. Therefore, the system is not in place yet but will hopefully be soon.
