Tomorrow, March 5th, 2025, from 9:30 a.m. to 6:30 p.m., the meeting “Rules on transnational worker mobility: present and future” will be held, organized by the Marco Biagi Foundation, in collaboration with Arletti & Partners, Federmacchine and ANIMA Confindustria Meccanica Varia.

Federico Pancaldi
Head of the Cooperation and National Liaison Officers’ Office at the European Labor Authority (ELA), Federico Pancaldi has extensive experience in European policies, particularly legislation on the posting of workers and road transport regulations. His experience within the European institutions and in the area of labor policies provides an in-depth view of the topics covered.
Francesco Losappio
Policy Officer at the European Commission, Francesco Losappio is an expert in employment, social policy and management of EU funds. His experience as a legal advisor and parliamentary assistant, combined with his current role in the Commission, makes him a preferred interlocutor to address issues related to worker mobility.

Senior Professional in the Labor, Welfare and Human Capital Area of Confindustria, Paola Astorri is a leading expert on social sustainability, immigration and European labor policies. With a career rich in institutional and international experience, Dr. Astorri represents Confindustria on numerous European committees and working groups, making significant contributions to social and migration strategies at the European level.
Anita Starc
With more than 20 years of experience in Slovenia’s government sector, Anita Starc is currently part of the Slovenian Ministry of Labor, Family, Social Affairs and Equal Opportunities team. She is an expert in Slovenian legislation on the posting of workers and the employment of third-country nationals. Her practical experience in dealing with residence permits and international worker regulations will be crucial to an in-depth discussion on the topic.
Enda Murphy
An expert in labor relations and labor policies, Enda Murphy, Regional Manager at the Irish Workplace Relations Commission’s Inspection and Enforcement Services, leads two regional teams of inspectors to ensure employers’ compliance with labor and work permit regulations. At the conference, she will provide her expertise on managing compliance with labor and work permit regulations in Ireland.
Marvin Griep
Marvin Griep, a German customs officer, is now National Seconded Enforcement Expert at the European Labor Authority (ELA). With a career as an inspector at Germany’s Financial Control Unit on Undeclared Labor (FSK), he will provide an overview regarding compliance with worker posting regulations in Germany.
Andrew Coop
Head of Trade in Services, Investment and Business Mobility at the U.K. Department for Business and Trade, Andrew Coop leads a team focused on trade in services, investment and business mobility between the U.K. and the European Union. With more than a decade of experience negotiating market access and trade agreements, Coop will explore opportunities related to business and labor mobility post-Brexit.
Francesco Mazza
Commander of the Nucleo di polizia economico-finanziaria of the Guardia di Finanza of Modena, Lt. Col. Francesco Mazza will contribute to the conference with his experience in Italian and European regulations on controlling and combating irregular labor, offering concrete insight into the challenges related to the enforcement of labor laws.
Davide Venturi
A manager at the National Labor Inspectorate, currently director of the ITL of Modena and “ad interim” director of the ITL of Treviso-Belluno, Davide Venturi brings with him a long career in the supervision and enforcement of labor regulations in Italy and at the European level. An expert in labor relations law, he has numerous publications in specialized journals to his credit. His talk will provide a detailed analysis of legislative developments and protective measures for workers.
Bianca Maria Baron
Bianca Maria Baron, director at the CNCE – National Joint Commission for Construction Funds since 2023, previously deputy director since 2018. With experience in bilaterality in the construction sector since 2006, gained in an established career path within a construction trade association, she brings forward her commitment to the representation and development of the bilateral system. During the conference, Mrs. Baron will discuss the topic of registration with the Cassa Edile for foreign companies operating in the construction sector in Italy.
Francesca Pelaia
Francesca Pelaia is Director of Division V at the Ministry of Labor and Social Policy, with expertise in labor relations discipline, equal opportunity and certification of labor contracts. With a consolidated experience in public administration, she has held numerous positions of responsibility in labor, industrial relations and gender policies, working with national and European institutions. With her experience in labor law and work-life balance policies, her talk at the conference will offer valuable input on regulatory developments and tools for worker protection.
