“Credit licence” for construction sites: INL 2025 Report Data

The 2025 Annual Inspection Report of the National Labour Inspectorate provides a snapshot of the inspections carried out by INL, INPS and INAIL over the course of the year, offering an updated overview of inspections, irregularities, undeclared work, workplace health and safety, business suspension orders, and the recovery of unpaid social security contributions and insurance premiums.

Overall, the report records 157,381 inspection visits and 83,488 inspections in which violations were found, with an irregularity rate of 74%. A significant share of inspections concerned the construction sector and, more broadly, workplace health and safety, confirming the central role of construction sites among the areas receiving the greatest inspection attention.

Against this backdrop, one of the most relevant issues for companies, clients and self-employed workers comes into focus: the credit licence, to which the report devotes a specific section.

Focus on the credit licence

The credit licence entered into force on 1 October 2024 under Law Decree No. 19/2024 and applies to companies and self-employed workers operating on temporary or mobile construction sites. Excluded from the requirement are those carrying out only mere supplies or intellectual services.

Since 1 October 2024, 479,020 credit licences have been issued. This figure points to the very wide uptake of the new certification and confirms how central the licence has become for lawfully operating on construction sites.

Obligations for contractors and site managers

The report also highlights the strengthening of obligations placed on the contractor and the site manager. When works falling within the scope of Title IV of Legislative Decree No. 81/2008 are awarded, these parties must verify that the executing companies and self-employed workers, whether operating under contract or subcontract, hold a credit licence, an equivalent document, or a SOA certification. During inspection activities, 687 violations were identified for failure to verify possession of the required authorisation.

On the sanctions front, the 2025 figures show 1,088 penalties for absence of the credit licence.

The Inspectorate also reports that it carried out checks on the truthfulnessof the declarations made by legal representatives when applying for the licence. Since 1 October 2024, 14 licences have been revoked. In addition, 6 licences have been suspended, a precautionary measure that may be imposed in the event of a fatal or serious workplace accident for up to twelve months.

It is clear from the Annual Report of the National Labour Inspectorate that the credit licence for construction sites is not merely a bureaucratic requirement, but a tool set to have a structural impact on company qualification, the accountability of clients, and risk prevention in the workplace. For companies, professionals, contractor, and all operators across the construction supply chain, the credit licence therefore stands out as one of the key aspects to monitor, not only to avoid penalties, but also to ensure operational continuity and the proper management of regulatory obligations.
