Immigration: work permit outside quotas for descendants of Italians

The Italian government established the entry criteria, for subordinate work, of foreign citizens who are descendants of Italians.

Categories of citizens concerned   

Through decree of November 17, 2025, published in the Official Gazzette General Series No.273 of November 24, 2025, the Ministry of Foreign Affairs and International Cooperation – in agreement with the Ministers of the Interior and Labor and Social Policies – identifies the destination countries of significant Italian emigration flows.

Citizens of these countries, if they are descendants of Italians, may enter and stay in Italy for employment purposes. The entry is outisde the quotas established by the three-year flows decree.

The countries identified are Argentina, Brazil, United States of America, Australia, Canada, Venezuela e Uruguay. The choice of countries is based on the current size of the Italian communities residing there. Therefore, with reference to AIRE registrations and taking into consideration only countries with more than 100,000 residents.

The aim is to encourage the “return immigration” of descendants of Italian citizens who emigrated to those countries.  

At present, the government did not extend the measure to South Africa, Mexico, Peru and Chile, as proposed by the general council of Italians abroad. However, authorities do not exclude to extend the the measure to other countries in the future.

Entry procedure

The decree allows for the activation of entry procedure through Article 27, paragraph 1-octies of Legislative Decree 286/98 (Consolidated Immigration Act).

Therefore, employers interested in hiring a worker falling within the above categories may submit their application for authorization online using the relevant form available on the website of the Ministry of the Interior.

Applicants must use SPID credentials to access the portal. Alternatively, they may use a delegate for the application submission.
