On 1 October 2026, Italy published Joint Circular No. 7185 with operational guidance for Italy’s 2027 Flow Decree (Decreto Flussi). Employers can pre-fill applications from 23 October to 7 December 2026. Submission dates then follow in early 2027.
Why it matters
The circular sets out the timetable for recruiting non-EU workers under Italy’s immigration quota system. Therefore, employers should identify the relevant category and prepare their applications ahead of the submission dates.
Scope of the measures
Under the 2027 Flow Decree, Italy has authorised 165,850 admissions. These include 76,200 for non-seasonal employment, 89,000 for seasonal employment in agriculture and tourism, and 650 for self-employment. Within the non-seasonal quota, Italy has reserved 14,000 places for family assistance.
Employers must submit applications through the Ministry of the Interior’s ALI portal. The “click days” start at 9:00 a.m. on:
- 12 January 2027: seasonal agricultural work.
- 9 February 2027: seasonal tourism work.
- 16 February 2027: non-seasonal employment using form B2020.
- 18 February 2027: family assistance using form A-bis.
Impact on non-EU workers and action for employers
First, employers should check eligibility and gather supporting documents. Next, they should complete the pre-filling process between 23 October and 7 December 2026.
However, pre-filling alone does not submit an application. Employers must also send it through the ALI portal from the relevant click day.
Finally, employers can submit applications until 31 December 2027, provided that the relevant quotas remain available.
